telegraf has nothing to do with high availability. sure they released influx-relay, but given the strategy they outlined in the blog post I've linked above, it is not likely that they put lot of effort in it and it is possible they stopped contributing to it all together. 57 commits and 10 contributors in 2 years make it a dead project.
clearly, being open source, other people/companies could have stepped in; but that monetization decision might have rubbed people the wrong way and other open source time series databases are out there for scratching your hacking itches.
