Some time ago, I described a script we use to periodically generate
a new CellServDB file from the global one in /afs/transarc/service and
our local changes.  Once a new file has been generated, the script sends
mail to an administrator describing the changes and listing any fs
mkmount or rmmount commands that need to be done in order to bring
root.afs up to date.

Several people have expressed an interest, so I've made the most important
part, the perl script that does the actual work, available on AFS.  There
are shell scripts around this that copy the master file from Transarc and
handle actually sending mail, which I haven't included.
