Perhaps not, if you are trying to create one large AFS cell, spread
across several sites segmented by low-bandwidth WAN links.  

This is a limitation of AFS we accepted as a deisgn constraint, and we
have been able to work around it.  AFS can be used to support a "
widely distributed production environment", and we are well on our way
to making AFS the primary production distributed filesystem in one of
the worlds largest Investment Banks.

Morgan Stanley currently has a global AFS installation, which is built
from multiple cells, in a configuration which effectively hides the
cell-specific location of volumes from users, to create "Global
Virtual Cell" (no, I've never used GVC as an acronym; maybe I should
:-)

Essentially, the model is one AFS cell per building, but we view out
entire global environment as one tightly integrated administrative
domain, so we have knocked down some of the barrier between the cells.
For example, users are always authenticated to all cells
simultaenously, and this is made trivial by maintaining the same
KeyFiles on all the AFS server globally.
