Let see if this work for you...

For each user who has a Unix password (non AFS account), add an entry
in the /etc/security/user file as:

user:
        SYSTEM = "compat"
        registry = files

Actually the entry in the /etc/security/user was added when you
create the user account, you just have to add the SYSTEM and registry
variables as i stated above. This would allow the local user to
authenticate with the local password file.
