Besides having a lot of disgruntled users, it probably will. I know
that if I were a user in your cell and you did this I would be very
irate. Especially if I were out of town or someplace where I couldn't
contact the sysadmins to "get my new password".
An alternative solution would be to create the new cell and have
people "move themselves" to the new cell. Basically, provide some
means to hav a user "kas create" themselves in the new cell based upon
existence in the old cell (this is just a small mater of programming
;)
Then you tell your users that they must run the conversion program by
such-and-such a date, and then you cutover the cell data. For users
who haven't run the program, you can probabloy go with the
random-password idea. This at least provides the user with a way to
move themselves without requiring every one of them to contact an
admin.
