Using teh follwng vos command

      vos listvol {server} [partition] -extended

will give you read/write stats on each volume in a given partition
The stats that are returned are:

  Number of read/write accessfrom within the cell, which are broken down
  into authenticated and unauthenticated users.

  Number of read/write access from outside the cell, which are broken down
  into authenticated and unauthenticated users.

But no info about who has read/written to the volume or a certain file.
