Have a look at the GNU cfengine. Generally it is a program for UNIX
configuration management. But there is such a quota system in the package
as an example application of the "cfengine".
It is available on every GNU mirror as "cfengine.1.2.24.tar.gz".
(Although I would recommend that you fetch version 1.2.26 or later
from ftp://ftp.iu.hioslo.no/pub. It includes an important bug fix.)
