Jiri,

We explicitly tell AFS not to pay attention to the label on the tape
by putting the following line in /usr/afs/backup/CFG_rst0:

       NAME_CHECK no

This allows us to give AFS any tape for writting, and it will happily
write over the data without confirming that the label matches the label
that was expected.  Since our expired tapes are just thrown into a pile,
and recycled without respect to whether it used to be "tape 1" or "tape 2",
AFS has to ignore the label or it will reject tapes.
