http://www.pdc.kth.se/kth-krb/ comes with a library that provides it's own
setpag. You have to build all of the distribution (well, not exactly) to get
it.

Right now I'm working on something that is just this library, wrapped with
autoconf/configure, for the PAM afs module I have for use with the PAM krb4
module I have. Expect a post with details by the end of the week.
