Actually, samba already allows you to change the default initial
protections on a per-share basis.

Read the smb.conf man page, and find the entries for "create mode" and
"directory mode".

I use samba with DFS, and have these two lines in my global settings:

        create mode = 0777
        directory mode = 0777
