The problem you are having with using one cell's Auth DB in another
cell is explained in section 2.2.3 of the AFS System Administrator's
Guide, which discusses why choosing the right cell name is important.
It mentions:

  The cell name also plays a role in security.  AFS converts passwords
  into encryption keys before storing them in the Authenticaiton
  Database... Before converting the password into an encryption key,
  the Authentication Server combines it with the cell name found in
  ThisCell...

  This method of converting passwords into encryption keys means that
  the same password will result in different keys in different cells.

I'm sorry I don't have any suggestions about how to get around this.
