That's not 8-( what we did here at Notre Dame.  We instead made a number
of userN directories and just filled each directory with no more than
600 user directories and just increment the number of user directories.  At
this time we can't change our directory stucture but this is NOT 
the way to go. 

The University of Michigan directory structure (which is the same one being
proposed) is indeed the right one to use.  Given the afs_id you know
exactly where the users home directory. This is exactly what you want, 
no lookups.
