CellServDB update

Hi,

One of the db servers in the /afs/rhic cell has been renamed and assigned a
new
ip address. The entries in CellServDB for the rhic cell should be updated to
look 
like below:

>rhic                      #Relativistic Heavy Ion Collider
130.199.6.69                   #rafs01.rcf.bnl.gov
130.199.6.52                    #rafs02.rcf.bnl.gov
130.199.6.51                    #rafs03.rcf.bnl.gov
