That's my understanding as well.

We have 4 alphaserver ES40's running as AFS 3.5 clients. The Base
string in the afs.mod (non-nfs) kernel module we are using is:
@(#)Base configuration afs3.5 3.17
I'm no AFS guru but I'd suggest checking to make sure you are using 3.17
or greater.
