One option is to run NIS.  Simply place a single, non "*" character in
the passwd field of your yp passwd map.  At this site, one large
organization and a few small ones do exactly that.

For changing passwords, I guess that if you don't want to write your
own fancy programs you can use kpasswd for password changes and use
yppasswd for the "chfn" and "chsh" functions.  Hmm.

/home is just a symbolic link to /afs/rpi.edu/home
