On most systems.
Note that the method implied here doesn't provide fine-grain control
over _which_ messages are redirected to a file instead of the console:
it's sort of an all-or-nothing thing.
Also note that the console message about expired tokens was nuked in
AFS 3.2. It got more complaints than accolades. (The message to the
controlling tty stayed).
