The CMUCS and mt Xinu AFS-aware fsck's don't create a FORCESALVAGE---mount-
ing and operating on a damaged file system might lead to bigger problems.

Instead, a FORCESALVAGE file always exists and its mode bits serve as the
communication mechanism between fsck (which can directly write them) and
the salvager.
