I have been using bos install a little more than usual because I'm trying
to get adm working.   Anyway, I just noticed some rather undesirable behavior.
It appears that files are installed w/ "World writable" perms (777), 
regardless of the what the source file perms are or how root's umask is set.

This looks like an exposure that should be fixed!  (Not everyone has the 
luxury of having "dedicated" servers).

BTW, I am using AFS 3.2a on AIX32.   I haven't tried this on any other platforms.
