Ahh yes, we got bit by that one too!. You see, this "feature" was
"broke" prior to AFS 3.2b. The default "low water mark" is 5%.

You can set it to a lower value using the "-m" switch on the fileserver
parms. Example:

-m 1  == 1% high water mark

This is supposed to keep the server from going down to 0% used and
crashing the server.
