We use the sequence
  rctcpip:2:wait: ...
  rcafs:2:wait: ...
  rcnfs:2:wait: ...
  rclocal:2:wait: ...
I wonder how AFS is starting at all without TCP/IP. In addition, make
sure to start afsd in the foreground in rc.afs. It needs quite some
time to validate an existing or format a new or increased cache. In
foreground, it will return after doing this, and when /afs is actually
available. If you start it with 'afsd &', you might reach rc.local
before /afs is actually available.
