I also had similar problems. I got around it by adding the following lines
to libafs/MakefileProto just after the definitions for COMMON/libafsa.a
which deal with AIX.

COMMON/libafsa.a: FRC
cd COMMON; $(MAKE) COMMON.libafs DESTDIR=../${DESTDIR} VRMIX=../${DESTDIR}/bos
COMMON_NONFS/libafsa.a: FRC
cd COMMON_NONFS; $(MAKE) COMMON_NONFS.libafs DESTDIR=../${DESTDIR}
VRMIX=${DESTDIR}/bos
There's probably better ways to fix the problem but this worked for me.
