Actually, it would be nice if it "attached" the volume when it was first
referenced. This would allow startup time to be a matter of seconds instead of
a function of the number of volumes out there.

Doesn't your fsck have an option for this? Ours does, here is the relavent
section from the man page:
-y Assume a yes response to all questions asked by fsck;
this should be used with great caution as this is a
free license to continue after essentially unlimited
trouble has been encountered.
BTW, we run fsck manually (and in parallel) at boot time.
