This looks like a problem with a missing symbolic constant. 
Basically, there's an ifdef in one of the .h files that defines
VICEIOCTL as either using V or 'V', shifted and munged.  You want the
latter, not the former, so you probably have to either include the 
specific param.h file for that system type, or supply the defines on
the command line.
