This feature has been added in the 3.4 release of AFS. This change,
together with the database preferences in 3.4, will make it much
easier for large organizations to expand AFS throughout their
environment.

Note that it was only the protection server that was modified. All the
other database servers always did give out r/o info even when not in a
quorum.
