metering software for afs

We've got a stats package loaded in afs, and would like to limit the
number of users who can simultaneously execute the binaries (to less 
than or equal to the number of licenses we've paid for).

I've asked around and haven't heard that this is possible in afs. 
Can someone tell me if you have heard of this being done?
