Not so at MIT, at least in the athena.mit.edu cell. When homedirs are created,
they get   system:anyuser l   At creation time, the homedir gets a Public
directory set with   system:anyuser rl   and a Private directory with
system:anyuser none. Of course, users can and do change acls in their own
homedirs.
