All the things you mention require either a token for a principal
listed in the server's /usr/afs/etc/UserList or root access on one of
the cell's AFS fileservers to construct a token from
/usr/afs/etc/KeyFile via the -localauth option.
In case this is not true for you - what AFS version and what platform
are you using?
