We disabled the use of .forward files (by having final mail alias be ~user)
for a couple of reasons:
a) It's too easy for users to completely mess up their .forward file
and the SA then has to spend time fixing things up again.
(Mail delivery must to be reliable.)
b) Security: we use AFS authenticated sendmail [1] and don't want some user
written script running with AFS "postman" privileges.
IMHO, mail filters can run by user command rather than on mail delivery.
