Configuring the top levels of the filespace

Hello,
My OS is Linux RH 6.2, and i would like install AFS on this server.
At page 71 in Quick beginnings documentation, i'm creating the root.cell
volume with this command :

[root@afs1 /]# /usr/afs/bin/vos create afs1 /vicepa root.cell

And the response is  :

Could not get an Id for volume root.cell
VLDB: no permission access for call
Error in vos create command.
VLDB: no permission access for call

Why ?
