I believe the short answer is "no".  What you'll need to do is create
authentication-only accounts in your cell for the users requiring access.
You'll then grant that user's local account the needed permissions.  The
foreign user will obtain tokens in your cell prior to accessing the files
(klog <user> -cell <your cell>).
