If you grant rsh access to users, they can use cvs.

CVSROOT will have to be set to hostname:/cvsroot (or user@hostname:/cvsroot if
their logins are different).
If you decide to use ssh, have users set CVS_RSH (or it might be CVSRSH) to
/path/to/ssh.
They might also have to set CVS_SERVER to /path/to/cvs-server.

I wonder, how can I install CVS in a machine if I am no
the root of that machine and I can not modify the
inetd.conf file?
