If you use pserver and log into cvs with another user name there
should be no problem.  Of course, you wouldn't want a lot of people
updating /etc/*, but as you mentioned if it were a single-login
cvs repository it should be OK.

Please keep us posted on your progress, this sounds like a very
useful thing to keep CM controlled.
