Project Work Area

For historical reason's I'm stuck in a situation where there
is a single project directory in which multiple user's edit files.

I need to be able to cvs edit a file that some one else
owns and when I cvs commit, either remain the owner of the file or
return ownership to the previous owner.

Is there a straight forward way to do this in CVS?
