cvs add filename error

I am trying to add a new file to a repository with the following
command:
cvs add filename.  It is returning the error:
cvs add win.ini
cvs add: in directory .:
cvs [add aborted]: there is no version here; do 'cvs checkout' first

This is a brand new repository and a new file.
