You don't want CVS, you want LVS.  Unfortunately, CVS != LVS,
so you need to find LVS elsewhere.

Ahh, in that case, I'll be "nicer".  CVS does not really support locking.
At least not in the way you wish it to be.  CVS stands for "Concurrent
Versioning System".  Note the concurrent in there...

Please read the CVS manual, it should make things clearer as to why you
should not need locking...
