Redesign of CVS thread in Sept 1999

I've been out of the country for awhile and had unsubscribed to this list.
Back in Sept there was a call for ideas on a re-design of CVS and there was
mention of a mailing list being created for that purpose.  Did that ever
happen?  If so, what is the mailing list?  Thanks!
