So you are using a constant 'sliding' tag to mark the stable point of the 
web site.

Have you tried the following sequence
remove the live tag
remove dead files
add the live tag

Or do you have to have a constant tag?  On our intranet we use the main 
trunk as the stable version.  We make changes on a branch and merge them to 
the trunk when they are stable.  The 'auto update' script in loginfo then 
does a 'cvs update' in our intranet directory to 'activate' the changes.

In short, I think that a reconsideration of your needs may give you a model 
which fits in with CVS's functionality (and give you a better process, e.g. 
how do you know what version was the LAST stable version?)
