The pvcs_to_rcs script was removed from the distribution a while back, for
the following reason (from the 1.10.8 contrib ChangeLog):

* pvcs_to_rcs: Removed; it was not in DISTFILES so it didn't
actually get distributed. I'm going to move it to the web on the
theory that the web is a better place for such things.
* README: Don't mention it.

Jim Kingdon, former faithful guardian of all things CVS, did keep this
script on the Cyclic web site as he indicates. Unfortunately, I have no
idea where this script has ended up in the SourceGear conversion, if it is
even still available. Fortunately, I saved the most recent version I'm
aware of from the Cyclic web site while Jim was maintaining it.

I recently used this script to convert well over 5,000 files - both text
files, binary files, and branches. Just be sure to edit the script to
account for all binary file extensions you have to ensure the -kb option is
applied upon add.
