Then obviously you do not understand what optimisations I'm talking about.

I'll repeat again:  These optimisation are already an integral part of
CVS and they have nothing whatsoever to do with "cvs add" itself.

And also:  They do not involve the simple execution of a single command,
but rather the execution of all future commands.
