Building CVS on HPUX 11.0

When I compile CVS either 1.9 1.10-1.10.8 I have some problems. the compile
and check run fine, but when I try to checkout files from the repository I
get the following messages "Cannot open /root_home/.cvsignore: Permission
denied" "Can't chdir(/root_home): Permission Denied."

this would be understandable if I were logged in as root, but I am logged in
as a non root user.

my CVSROOT is set to :pserver:tgp@tel40001:/cvs_depot

Any help would be appreciated.
