Hi, Mark,
If any of the changes being logged touch revisions on a branch, the text
piped to a command in loginfo will have a line:
^      Tag: <tagname>$
somewhere in it.
You could check for that and not send mail if it is there.
That's not perfect, because a single log message might be partly on a
branch, and partly not. In this case, there will be another line:
^      Tag: No tag$
So you probably want something like:

If ("Tag: " not found) or ("Tag: No tag" found) then send mail.
