Read up on "cvs edit", "cvs editors", and family. If you want more control over
what these provide, install the "cvs edit -c" patch (which'll check for other
editors before performing the edit). One thing you'll have to get used to is
the terminology. "checkout" in CVS terms means to get a copy from the repo; it
doesn't lock files. "edit" is closer to locks, but a file may be edited by
multiple people. I'm currently working on allowing files to have multiple edits
by the same person.

Subject: locking the checked out files
Hi,
Is there any way to know that file has been checkout by the developer.
