The files in the repository should be RCS files -- instead of file1, you
should have file1,v.  If you were looking at one of those, you would see
all kinds of metadata, not the unmodified file, so I can only assume
that you've got a bunch of non-RCS files in your repository, which is
just plain wrong.  How did you populate your repository in the first
place?
