Look in the manual under admin (Appendix A). You can create a unix group
"cvsadmin", and only members of this group can run the cvs admin command. To
prevent use of cvs admin, create a group with no members. On NT you are stuck;
all users can run cvs admin.

I didn't know this feature of the admin command and it scares me a lot. How can
I disable the possibility for some users to delete versions? Is there something
similar like a taginfo file to control pre-admin checks?
