Currently, if the files being unedited have been modified, CVS comes up with a
question verifying that you want to unedit and unmodify the file.  This is a
nuisance.

My proposal would be:
1. "cvs edit" saves a backup of the file (so people working offline can still
recover the original file).
2. "cvs unedit" does not automatically recover the backup.  The user would have
to manually cp the backup file.

The consequences of the above changes would be:
1. CVS/Base is no longer needed.
2. "cvs edit" and family become a pure communication medium.
