"Connection refused" means there's nothing listening on port 2401, which
means there's something wrong with inetd.  Check your syslog for error
messages from inetd.  It looks like your services and inetd.conf entries
are correct, so the most likely problem is that your system is
configured to get service info from somewhere other than /etc/services
(like NIS, for example).
