Change tracking tool that works with CVS

Hi all - does anyone know of a good change tracking tool that works
with CVS? I know of bugzilla, but it appears to be only good for bugs,
and not for change requests, action items, etc.  Fields like meeting
date, disposition, status, actionee, due_date, things of that nature. 
It doesn't have to be freeware.  Sort of like "Tracker", but a tool
that works on an SGI Origin 2000.  We are running IRIX 6.5.4.
