cvs-1.10.8 doesn't use any external commands, so the version of rcsdiff
you have is irrelevant.

That looks like it matches to me, so I'd say you have a broken version
of expr. Did you get any warnings from sanity.sh about expr? What
platform is this happening on? Are you using the native expr or some
other version?
