Regarding 'HEAD', and it not matching '-r 1' when the version number has been
increased, what about '-r 9 -f'?

Ok, answer (just tried it): It wants to treat '-r 9' as sticky, and complains when it
isn't found on commit.

Not all of us have the tools to recompile on every platform that we use.
I can't even apply patches on my win32 platform.
If this is really a good idea (and I'm thinking more and more it is), then what does
it take to get this into the main release? If you're worried about breaking stuff
that needs the current behavior, how about '%NHEAD' or something? (NewHead).
