Automatic watch on/add on new files

Hi!

All files in my repository are set to have watches "on". The files are watched
by the cvs repository owner and we make users do
cvs edit <filename> on all files.
How can i make sure that all new files added using "cvs add" are automatically
watched by the cvs repository owner?
